In 5.4.2, I thought we had discussed an SNMP model that was centered on
virtual servers, not on filers/gateways.  I really think we need to make
the fundamental management granularity be virtual server.  Even if
hardware events may be filer-specific there is no harm in reporting them
against every virtual server on that filer.  If we believe in this model
them this applies to all things, including privileges.

In section 6, what is the scope of the snmp command?  Is this run in the
context of a virtual server, which I think it should be, or at the
cluster?  Basically, can each virtual server have a different community
traps, etc.  I think that we should go that route.
